The state policy of each of the post-Soviet countries, initially possessing a single ideological platform, has acquired individual characteristics and features as social relations under the conditions of a new formation are being established and developed. This individuality is a reflection of the specifics of national history, culture and traditions, economy and socio-demographic structure of the state. This circumstance is peculiarly reflected in the content of state policy in the field of counteraction to ludomania. The concept of ‘addiction’ is relatively new for the post-Soviet countries. The inclusion of this concept in the legal turnover is associated with a set of urgent problems that have arisen in connection with the formation of a new market economy, including such a sphere as gambling business.
Purpose of the study: to assess the legal policy in the field of counteracting ludomania with the subsequent determination of the most effective legal model used to resolve emerging socio-legal problems, as well as the development of the most rational policy of counteracting ludomania in Kazakhstan.
Material for the study: normative legal acts in the field of gambling business and counteraction to addiction, applied in the post-Soviet countries. The main research method is comparative analysis and evaluation.
