This article explores the understanding of modernization processes of value orientations in the public consciousness. The approaches of socio-cultural influence on the policy of modernization of values are shown, the meaning and content of the category "values" are revealed, technologies for comparing international experience in valuing values are developed. An assessment of the modern attitude of public consciousness to the processes of modernization is given and moral principles are proposed that could become the basis of a new value system of a modernizing society. This article presents a revised version of modernization theory that integrates socio-economic development, cultural changes, and democratization within the framework of a single human development process. The sociocultural framework of any community defines moral norms, customs and forms of behavior, forming the cultural paradigm of society. These values are passed down from generation to generation, creating the foundation of a social organization.

The article provides an interdisciplinary analysis related to the philosophical, sociological and political science foundations of this problem.  The forms of values' existence are revealed, and a historical digression is made into understanding the real problem of socio-cultural formation of society. The author examines the meaning and content of anthropocentrism as the basis for the study of human existence in all its manifestations. The ethical foundations of values are assessed through the prism of Kant's propositions. The paper offers solutions to the theoretical foundations of value modernization, and shows the experience of various countries in value modernization.

The authors of the article consider combinations of traditions and innovations, the role of technological progress, social values and ethics, as well as the influence of the West and the preservation of identity. The work highlights the role and place of the evolution and modernization of values on the processes of “Ruhani Zhangyru”.
