In contemporary research, civic engagement indices serve as a key tool for measuring citizens' participation in socio-political processes. However, there is no unified approach to their conceptualization and methodological construction, leading to inconsistencies in data interpretation. This study aims to systematize existing civic engagement indices, analyze their methodological foundations, and identify key factors affecting the accuracy of their measurements.
The paper examines major theoretical approaches to the concept of «civic engagement» and analyzes methods for its quantitative assessment. Particular attention is given to the classification of indices based on various criteria and a comparative analysis of their methodological frameworks. The research methodology includes a systematic review of scientific literature, a comparative study of international indices, and an assessment of their applicability in terms of validity and representativeness.
The findings help determine the most valid and reliable methods for measuring civic engagement, identify methodological gaps in existing indices, and propose recommendations for their improvement. This study holds significant academic and practical value as it contributes to the development of more precise tools for analyzing civil society and can be used to enhance the evidence base for policymaking.
