Abstract

This article examines the impact of digital forms of civic participation on the transformation of political activity in the Republic of Kazakhstan within the context of the development of the digital society and the expansion of electronic interaction between the state and citizens. The relevance of the study is determined by the growing role of digital technologies in socio-political processes, the transformation of traditional mechanisms of civic engagement, and the emergence of new channels for public communication. The aim of the research is to analyze the influence of digitalization on the transformation of civic participation and political activity in Kazakhstan, as well as to identify the key trends, opportunities, and challenges associated with the development of digital citizenship.

The methodological framework of the study is based on institutional and systems approaches, methods of literature review, content analysis of legal documents and digital platforms, case study analysis, and a sociological survey. The empirical basis of the research consists of the results of an online survey involving 156 respondents, primarily young people aged 18–25.

The findings demonstrate that digital platforms, social media, electronic appeals, and online petitions have become important instruments of civic participation and public oversight. The study reveals that the most widespread forms of digital civic engagement are the dissemination of socially significant information through social networks and participation in online petitions. At the same time, the development of digital civic participation is constrained by insufficient public awareness, limited trust in the effectiveness of digital participation mechanisms, and the persistence of digital inequality.
