Abstract

This article examines the digital platform of the Parliament of the Republic of Kazakhstan not merely as a collection of fragmented electronic services, but as an institutionally embedded mechanism connecting the legislative branch with society. The relevance of the study stems from the fact that the digital transformation of public administration is reshaping not only the technical dimensions of communication but also the very structure of public intermediation. The COVID-19 pandemic accelerated this transition, transforming online tools from supplementary communication channels into a sustainable infrastructure for everyday interaction. The purpose of the study is to identify the functional capacities, institutional constraints, and political effects of the digital instruments employed by the Parliament of Kazakhstan to ensure transparency, facilitate feedback, and promote elements of citizen participation. The methodological framework combines an institutional approach, content analysis of official digital resources, comparative analysis of international practices, case-study methodology, and SWOT analysis. The empirical basis of the research includes the parlam.kz portal, the digital services of the Mazhilis, the e-Otinish system, official documents, and statistical data on citizens’ appeals and parliamentary inquiries. The findings demonstrate that the digital platform enhances the accessibility of parliamentary information, reduces transaction costs associated with citizen–government interaction, and expands feedback mechanisms. At the same time, it predominantly supports an informational and service-oriented model rather than a genuinely participatory model. The article argues that the further development of digital parliamentarianism in Kazakhstan requires strengthening analytical capacities, introducing public monitoring mechanisms for citizen engagement, and ensuring closer integration of digital channels into parliamentary agenda-setting processes.
