This article examines the institutional role of the Organization of Turkic States in transforming cultural unity into political influence through the case of the 2026 Informal Summit in Turkistan.
The study aims to explain the relationship between the shared historical and cultural code of Turkic peoples, the symbolic status of Turkistan as the spiritual capital of the Turkic world, and the emerging agenda of artificial intelligence and digital development. The materials and methods are based on qualitative document analysis, a comparative-institutional approach, and constructivist interpretation; the empirical corpus includes official statements of the Organization of Turkic States, the Turkistan Declaration, strategic documents of the organization, and materials of the Ministry of Foreign Affairs of the Republic of Kazakhstan. The findings show that cultural unity within the OTS space is increasingly becoming not only a symbolic resource, but also a mechanism for agenda-setting, diplomatic coordination, digital project development, and the formation of a shared institutional language. The discussion argues that the OTS should be understood not as a military-political bloc, but as a multidimensional regional coordination institution grounded in cultural legitimacy.
The conclusion evaluates the Turkistan Summit as a new stage that linked historical heritage and technological future within a single political discourse.
