Ensuring food security is one of the most important elements of a country's national security, as it directly impacts its political stability and ability to maintain internal order. In the context of globalization and geopolitical challenges, food independence has become not only an economic but also a strategic issue. Problems in agriculture, instability in the agro-industrial complex (AIC), and weak development of rural areas can significantly weaken state power and reduce social cohesion. In Kazakhstan, food security issues are closely tied to social and political stability, as access to food and raw materials is fundamental to ensuring the population's living standards and fostering trust in the authorities. Therefore, this study is aimed at examining the current issues of food security in the Republic of Kazakhstan based on a factor (statistical) analysis of the AIC and the influence of state policy in this area. The research methods used include monographic, statistical analysis, comparison, generalization, expert assessments, and others. The result of the research was the development of a detailed methodology for assessing food security in Kazakhstan, based on indicators for evaluating food security. It is self-evident that discussing the provision of economic, political, or national security without first ensuring the food security of the population is difficult. In this context, the agro-industrial complex (AIC) serves as the key factor and epicenter of the country’s food security. Without state financial support for the AIC, Kazakhstan's food security remains and will remain under threat. Therefore, a series of measures are proposed to develop food security policy. In addition, suggestions were made for regulating and controlling food security in Kazakhstan. Proposals have been made for regulating state policy and controlling food security in Kazakhstan.
