The study is devoted to the analysis of key political and legal aspects of regulating the official ethics of civil servants in the Republic of Kazakhstan. The importance of professional ethics as an element contributing to the formation of an effective state apparatus and the successful implementation of political and legal reforms is emphasized. The necessity of transition to a new political culture based on the principles of ethics and responsibility, which is an important condition for the democratization of society, is substantiated. An important aspect is to ensure transparency and accountability of the actions of civil servants. The article also discusses the issues of legal regulation of the principles and standards of professional ethics of civil servants of Kazakhstan. The relevance of the research is determined by the need to improve the quality and effectiveness of public administration, reduce corruption in the public service system, enhance transparency in the activities of government agencies and increase public confidence in them and the state as a whole.
The purpose of the study is to review the legal provision of ethical standards in the civil service system of the Republic of Kazakhstan and develop recommendations for its improvement.
The authors conducted an analysis of the legislation of the Republic of Kazakhstan on public service in terms of consolidating the principles and norms of official ethics of civil servants and the practice of its application, studied the scientific literature on the issues involved, and explored foreign experience in regulating the requirements of professional (official) ethics in the civil service system of various countries around the world.
On this basis, some recommendations are proposed for improving national legislation.
