According to the Constitution of the Republic of Kazakhstan, local government is carried out by the akimat and the maslikhat of the respective administrative-territorial unit. In accordance with the legislation, the akimat is vested with the authority to perform the functions of a local executive body, while the maslikhat fulfills the role of a local representative body. Previous academic studies have identified several components requiring further improvement to enhance the effectiveness of the maslikhat institution, which plays a crucial role in the country's local administrative-territorial structure. One such component is the proposed increase in the number of deputies in the local representative body to ensure broader representation of the social stratification within the administrative-territorial unit. This article aims to examine the scientific validity of this proposal. Utilizing the cube root model formulated by Rein Taagepera, the authors analyze the balance between the number of maslikhat deputies and the number of citizens entitled to passive voting rights at the local level. The findings of the study support the scientific and expert rationale for increasing the number of maslikhat deputies. The results of this research hold practical significance in the context of strengthening local governance structures, while their theoretical contribution is determined by their impact on academic discourse in the field of local governance.
