The problems of bullying as a social phenomenon began to emerge in various countries, including Kazakhstan, at the beginning of the 21st century. Its manifestations among minors are particularly alarming because they take forms and reach proportions that pose a hidden threat to the physical and mental health and lives of the younger generation. In the current environment, there is an urgent need to study its origins in order to gain a deeper understanding of its roots and, on this basis, to develop appropriate measures for subsequent pedagogical and legal responses by authorised bodies, teachers and educators, as well as the wider legal and pedagogical community.
Any socially significant phenomenon in its genesis contains a complex of social factors that are formed on financial, economic, cultural, historical, political and legal foundations. Research and assessment of the genesis of bullying will make it possible to determine the most significant forecasts of the further dynamics of processes related to this phenomenon.
The relevance of the research topic is determined by social demand and the significance of the negative consequences of bullying for personality development. The task of science is to determine the social significance of measures to prevent and reduce bullying in schools by examining specific issues related to bullying.
