Abstract

The digital transformation of universities requires strategic priorities, project delivery, and artificial intelligence risk controls to be aligned, yet these functions are often distributed across separate units and operate without a consistent decision process. This study develops a practical three-loop model that integrates digital portfolio governance, a hybrid project lifecycle, and oversight of artificial intelligence within a single university governance architecture. The study combines a purposive integrative review with conceptual modelling. The corpus contains 60 sources: 43 scholarly publications and books, 12 international standards, frameworks, and guidance documents, and 5 regulatory or official sources from Kazakhstan. The analysis compared governance roles, procedures, mandatory documents, risk categories, indicators, and decision points. The resulting model connects strategic, project, and control loops through five consecutive decision gates that extend from initiative selection to post-deployment monitoring. Each gate specifies the evidence required, the permissible outcomes, and one owner of the final decision. The model also provides a risk classification and a separate maturity profile for each of the three loops. Its originality lies in operationalising the meso-level connection between a university's digital portfolio, the configuration of project delivery, and oversight of artificial intelligence. In practice, the model can support the development of local regulation, the allocation of decision authority, and the design of a pilot implementation. Its effectiveness and the reliability of the maturity profile require subsequent expert assessment and empirical validation.
