Abstract

The effectiveness of anti-corruption policy depends not only on legal prohibitions and criminal enforcement, but also on what information reaches citizens and whether publicity is converted into demands for accountability. This study examines how Kazakhstan's media framed the 2025 reorganisation of anti-corruption institutions and the extent to which coverage activated mechanisms connecting publicity, public oversight, and political accountability. It employs an embedded qualitative case design that combines documentary analysis of legislation and international assessments with a purposive maximum-variation sample of 15 Kazakh- and Russian-language media items published between 30 June and 17 July 2025. The items were coded deductively and inductively by genre, dominant frame, source structure, and four links in an accountability chain: visibility, interpretation, contestation, and institutional response. Nine items were breaking-news reports that largely relayed official documents, whereas only six discussed causes, risks, or competing assessments. Five items included a non-state expert or civil-society voice, yet none quoted ordinary citizens or identified a concrete route for participation in public oversight. The media therefore performed strongly in making institutional change visible but weakly in converting publicity into a completed accountability cycle. The article's originality lies in examining actual media output and its accountability potential, whereas prior Kazakhstan studies have primarily measured audience self-reports and perceived media effectiveness. Its practical contribution is a set of recommendations for public response cards, open follow-up dashboards, source pluralism, and outcome-oriented communication indicators that go beyond reach and view counts.
