This article discusses social policy and issues of social modernization as a priority direction of the state and society at the present stage of development of Kazakhstan. the article also draws attention to the fact that the current stage of modernization development is characterized by a redistribution of functions to ensure the level and quality of life of the population between different participants in the social process.
