Article submission procedure

      Article submission procedure:

      Editors and reviewers spend hours reading manuscripts, so they want to get manuscripts that are easy to read and edit. The duration of the review of the manuscript is from 2 weeks to 1.5 months.

1. Please read the Article Requirements section before submitting the article. (If necessary, the manuscripts can be sent to the mail before uploading to the site. Email address:

2. Upon receipt of the manuscript, the editor-in-chief, the executive secretary and the technical editor check:

- compliance of the material with the journal profile link to the categories;
- availability of accompanying documents;
- design and structure of the article;
- compliance of the work with ethical standards;
- the uniqueness of the article through a specialized service (checking for plagiarism).

3. All incoming articles are checked for originality using the appropriate electronic resources.

4. At the initial review stage, the article can be returned to the authors for revision.

5. Articles that are suitable for further review are sent for the first review to the editor-in-chief, who determines the scientific value of the manuscript and appoints reviewers.

6. The article is sent for two-way blind review to the members of the editorial board and / or external reviewers. The average review period is 2 weeks. This period is controlled by the editorial board, depending on the situation and at the request of the reviewer, it can be extended.

7. In order to obtain the most complete and objective review of the article, the editorial board has developed a memo to the reviewer with a list of issues that the reviewer should evaluate in the article. Based on this assessment, the reviewer makes a conclusion about the future of the article: a) the article can be accepted for publication without revision; b) the article is recommended for publication taking into account the correction of the shortcomings noted by the reviewer; c) it is recommended to transfer the article to another specialist for additional review; d) reject the publication.

8. The article is accepted or rejected based on the conclusions of the reviewers and the decision of the editor-in-chief. In the message to the author about the results of the review, the following wording is used:

         - the article has been reviewed and accepted for publication;
         - the article has been reviewed and requires some improvement;
         - the article was reviewed and rejected.
        - The editorial board does not discuss the conclusions of reviewers with its authors.

9. If the review contains recommendations for correction and revision of the article, the editorial board sends the reviewer's comment to the contact author with a suggestion to take into account the comments when preparing a new version of the article or to refute it with reasoned (partially or completely) arguments.

10. Revision of the article should not take more than 2 weeks from the date of sending a message to the authors about the need for changes. The article modified by the author is re-sent for review if necessary.

11. If the author and the reviewer have unsolvable contradictions regarding the article, the editorial board has the right to send the article to another reviewer. In conflict situations, the article may be submitted for consideration to one of the members of the editorial board. The editor-in-chief makes the final decision in such cases.

12. The presence of a positive review is not a sufficient reason for the publication of the article. The final decision on the expediency of publication is made by the editorial board based on the validity of the work and its compliance with the journal's subject matter.

13. In case of refusal to finalize the materials, the authors must notify the editorial board in writing or orally of their refusal to publish the article. If the authors do not send the revised version after 2 weeks from the date of sending the reviewer's comment, even if there is no message from the authors about the refusal to finalize the article, the editorial board removes it from the register.

Instructions for withdrawal or correction of articles, publication of corrections, applications, disclaimers

Article review (retraction) is used to prevent cases of duplicate publications (when authors submit the same data for several publications), plagiarism, concealment of conflicts of interest, provision of unreliable data that affect the interpretation of data or recommendations for their use. 

 The editorial board carries out the withdrawal (retraction) of published articles in case of violation of publication and / or scientific ethics, based on the recommendations of COPE.

 Grounds for revocation of the article is the violation of the ethical principles of the journal.

Among the grounds for revocation of the article include:
the presence of illegal borrowing (plagiarism) in a large volume;
duplicate articles in multiple periodicals;
detection in the work of fraud or fabrication (e.g., manipulation of experimental data);
detection in the work of serious mistakes (e.g., incorrect interpretation of results), which casts doubt on its scientific value;
not correct the composition of the authors (no author; includes individuals who do not meet the criteria of authorship);
hidden conflict of interest;
reproduction of articles without the author’s consent;
other violations of ethical principles of the journal.

 The reason for the retraction of article are:
the author’s appeal on the revocation of the article;
the decide of the chief editor of the journal.

 The procedure for revoking (retracting) the article:

  1. After the request of the author or another person, the editorial board of the journal appoints a commission to verify the data.
  2. If a decision is made to withdraw an article, the minutes of the meeting of the editorial board indicate the reason and date of the withdrawal. The protocol is submitted to the Publication Ethics Committee (SORE) for entering information into a single database of retracted articles. Information about the revoked texts is transmitted to scientometric databases and libraries that host the journal. articles;
  3. In case of serious moral damage to the parties to the conflict of interests, information about the fact of violation of scientific ethics may be transmitted to the place of work of the author.
  4. The editorial board reserves the right to decide on further cooperation with the author of the retracted article. 

In such cases above, the editorial board of the journal conducts a check, according to the results of which the article can be withdrawn / remove (retracted) from publication. For this, an act of retraction of the article from publication is drawn up, which is confirmed and signed by the scientific editor. A copy of the act is sent to the author for correspondence of the article.

Corrections, approvals, disclaimers

Grounds for Correcting Published Article:
- errors found make the work invalid, but a small part of the publication turns out to be unreliable;
- contains errors in the list of authors;
- a small part of the article turns out to be plagiarism;
- found that the article was published in another journal.

Corrections are posted in the "News" section in the form of an editorial comment. In the commentary to the article, the original phrase from the article is given and a commentary on it is posted. The online version of the material is being corrected with the date of the correction and a link to the printed source of the typo.

If falsified material is found in published articles, the corresponding editorial commentary explains why the article is refuted or apologizes, with reference to the article.
