Publication ethics

This section is based on the materials of the International Committee on Publication Ethics (COPE).
The editorial board of the journal " Sociological and Political Sciences " adheres to the international standards of ethics of scientific publications developed and approved by the Committee on Ethics of Scientific Publications (Committee on Publication Ethics - COPE) and takes into account the valuable experience of reputable international journals and publishers.

The editorial board of the journal does its best to comply with the ethical standards adopted by the international scientific community and to prevent any violations of these standards, both in its own work and in its relations with all participants in the process of scientific publications: authors,reviewers, editors, publishers, distributors and readers.

Each member of the Editorial Board and each expert-reviewer have an obligation to reveal all and any cases of misconduct or unethical behaviour they come across or find out about and bring them to attention of the editor and publisher. Whoever informs the editor or publisher of unethical behaviour should provide sufficient evidence and facts for an investigation to be initiated.

In order to avoid unfair practices in publishing activities (plagiarism, presentation of false information, etc.), each member of the editorial board, the author and the reviewer, must comply with ethical norms and rules, as well as take measures to prevent their violations. If false information, plagiarism, repetitions of previously published works, their translations, etc. are found during the review of the work, the article is removed from publication (INSTRUCTIONS FOR WITHDRAWAL OR CORRECTION OF ARTICLES, PUBLICATION OF CORRECTIONS, APPLICATIONS, DISCLAIMERS). Compliance with the rules of ethics of scientific publications helps to ensure the rights of authors to intellectual property, improve the quality of publications and prevent the misuse of copyrighted materials in the interests of individuals.

The texts of articles are uploaded by the corresponding author in the personal account on the journal’s website. Correspondence, discussion and revision of materials, verification and review of articles are also carried out there.

EDITORS’ ETHICS AND RESPONSIBILITIES

The Editor-in-Chief and the editorial board of the scientific journal «Sociological and Political Sciences» (hereinafter referred to as the journal) are guided in their work by the following principles of publication ethics: The  International Committee on Publication Ethics (COPE), Articles 971 — 984 of the Civil Code of the Republic of Kazakhstan,  the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan «On Copyright and Related Rights», the Law on Science of the Republic of Kazakhstan, as well as take into account the experience of reputable international journals and publishers. 

— An Editor-in-Chief has the sole and exclusive authority to accept/reject articles for publication, for which they bear full responsibility. Such decisions are taken at an Editorial Board meeting after consideration and public discussion of the statements of two expert-reviewers; if any author submits an appellation against the decisions, then one more expert-review of the article under consideration has to be prepared and discussed at the meeting.
— The journal’s editors must have no conflict of interests in respect of the papers and other materials they consider for publication.
— The only relevant criterion for accepting an article for publication is its scientific, and not any other value. At the same time, it should demonstrate a clear and explicit statement of its subject-matter, along with good literary style.
— The editors do not make substantive changes in the text without the consent of the author.
— The editors ensure respect for the copyright and the authors’ right to a name.
— If any mistakes or fallacies are revealed, the editors should be always willing to publish corrections or retractions. The journal through the website promptly notify readers regarding publication amendments or retraction.
— The editors must ensure that the names of all and any peer-reviewers remain strictly confidential and are not disclosed to authors under any conceivable circumstances.
— The Editor-in-Chief bears full responsibility for everything that comes out on the pages of the journal, but he can publish material, with the concept or with certain arguments of which he does not agree, while recognizing the scientific or discussion value of this material.
—  The editors must strive to meet the needs of both the readers and the authors, constantly improve their journal, ensure the highest possible quality of published materials, commit to and safeguard the principles of the freedom of expression and speech, adhere to the rules and norms of publishing ethics.

Responsibilities of the Editorial Board members

Editor-in-Chief:

- provides direct management and organization of the Journal's work;
- coordinates the issues of the journal's publishing activities;
- approves the artistic and technical design of the Magazine;
- makes suggestions on improving the Journal's activities, improving the efficiency of its work;
- provides material and technical equipment and creates optimal conditions for high-performance, high-quality work of the magazine;
- monitors the compliance of the Journal's employees with the CECFES standards, the charter and regulations of the University, including Internal Regulations, labor protection and safety regulations, and fire safety;
- decides on the rejection or approval of the publication of articles;
- resolves disagreements between editors and authors;
- signs the publication for production, printing, and publication.

Deputy Editor-in-Chief:

- directly organizes the activities of the Magazine;
- in accordance with the orders of the editor-in-chief, coordinate and coordinate the issues of the Journal's publishing activities, monitor compliance with the established deadlines for the submission of printed materials, their submission to the set, processing of proofreading prints and publication of the journal, and monitor the scientific content of the journal ;
- reviews manuscripts of articles and reviews of them;
- reviews accepted manuscripts for publication, while providing the authors with the necessary assistance, and coordinates recommended changes with them;
- checks the authors 'compliance with the reviewers' comments and requirements for the manuscripts during their revision, the completeness of the submitted material, and the correspondence of the manuscript titles to their content;
- prepares materials for the conclusion of contracts with external reviewers, coordinates the work on the external and internal review of articles;
- advises the authors of scientific articles, structural divisions on the publishing activities of the Journal;
- participates in solving issues related to the artistic and technical design of the Magazine;
- in the absence of the editor-in-chief, performs his official duties.

Executive Secretary:

- organizes and controls the work on planning, timely and high-quality preparation of materials for printing;
- selects materials for the Journal, monitors the implementation of the publication receipt schedule;
- reviews accepted manuscripts for publication, while providing the authors with the necessary assistance (to improve the structure, choose terms, design illustrations, etc.), agrees with them on the recommended changes;
- checks the authors 'compliance with the reviewers' comments and requirements for the manuscripts during their revision, the completeness of the submitted material, and the correspondence of the manuscript titles to their content;
- checks the correct spelling of the cited citations and numerical data, the use and spelling of names, terms, units of measurement, and the compliance of the cited symbols with the designations established by the standards or accepted requirements of the Journal;
- performs other duties provided for in the job description.

ETHICS AND RESPONSIBILITIES OF THE REVIEWER

— The reviewer cannot be a member of the editorial board of the journal.
— Contribute to the decision-making process and contribute to improving the quality of published material through timely review of the manuscript.
— Any work accepted for consideration is considered a confidential document. Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes. The works are not subject to demonstration and discussion with other persons, except for persons authorized by the editor-in-chief.
— Reviews should be objective. Reviewers must clearly express their opinion about the content of the article and support it with appropriate arguments.
— Warn the editor about any published or submitted material that is substantially similar to the material already under consideration.
— The reviewer may agree or refuse to review the article.

ETHICS AND RESPONSIBILITIES OF THE AUTHOR

—  The authors of the article must provide reliable results of the conducted research.
—  The authors must ensure that the research results presented in the submitted manuscript are completely original. Borrowed fragments or statements must be made with the obligatory indication of the author and the original source. Plagiarism in any form (unformulated quotations, paraphrasing, or attribution of rights to the results of other people's research) is unethical and unacceptable.
—  It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the study, in particular, the article should contain references to works that were important during the study.
—  The author undertakes to indicate all co-authors who meet these requirements and not to indicate co-authors who do not meet these requirements, as well as to ensure that the final version of the article and its submission for publication have been approved by all co-authors.
—  The author should not use any technical techniques to increase the rating of the text in the "Anti-plagiarism" system.
—  Authors should not submit to the journal a manuscript that has already been published in another journal. Failure to comply with this principle is regarded as a gross violation of the ethics of publications and gives grounds for withdrawing the article from review.
—  The author must immediately notify the editor-in-chief of the journal if a significant error or inaccuracy is found in his published work and provide assistance in eliminating or correcting the error.
—  The authors are fully responsible for the content of the materials submitted to the editorial board, including the presence of information in them that violates the norms of international copyright, patent or other types of rights of any individuals or legal entities.
—  Authors need to provide links to their profile on http://orcid.org
